Ministry of Commerce, General Administration of Customs Joint Announcement No. 11 of 2016 (on bulletin embargo against North Korea part of the list of minerals)

For the implementation of UN Security Council resolutions, according to "People's Republic of China Foreign Trade Law," now embargo against North Korea following products:
        First, North Korea is prohibited from imported coal, iron ore, except in the following two situations:
        1 was identified solely for the purpose of people's livelihood, not involving North Korea's nuclear or ballistic missile program or the United Nations Security Council resolution 1718 (2006), 1874 (2009), section 2087 (2013), section 2094 (2013) or 2270 (2016 other activities) resolution prohibited transaction revenue.
        Import transactions as aforesaid shall import declaration to the customs authorities, submitted by corporate representative or person in charge of signature and official seal of the business undertaking (Annex 2). According to credible information that confirms if the transaction is not for the purpose or with the people's livelihood and North Korea's nuclear program or ballistic missile program, the customs authorities shall not be released.
        2. not confirm the origin of North Korea, but North Korea conveyed entirely through the coal used from Rajin (Rason) exports, and that such transaction does not involve the DPRK nuclear or ballistic missile program or the United Nations Security Council resolution 1718 ( 2006), 1874 (2009), section 2087 (2013), No. 2094 (2013) or 2270 (2016) which prohibits activities income.
        Imported case of such transactions, enterprises are required to be provided in advance to the local provincial commercial department for information and an application, submitted to the Ministry of Foreign Affairs via the Ministry of Commerce, after filing its notice, the enterprise may only be imported to the United Nations Security Council sanctions committee. To be submitted by the enterprise legal representative or responsible to the customs authorities when companies import declaration signed and stamped with the official seal of the enterprise business undertaking (Annex 3) and the certificate of origin. According to credible information that confirms if the transaction does not belong to such exceptions, the customs authorities shall not be released.
        Second, the ban North Korean imports of gold from ore, titanium, vanadium and rare earth minerals.
        Third, the ban on the export of Korean aviation fuel, including aviation gasoline, naphtha type jet fuel, kerosene type jet fuel, kerosene rocket fuel type, except in the following two situations:
        1. The United Nations Security Council Sanctions Committee has approved the transfer of a case by case particularly to North Korea has been verified to meet the basic humanitarian needs of aviation fuel, subject to the special arrangements for effective monitoring of delivery and use.
        2. the sale or supply to civil aircraft only outside North Korea during the Korean roundtrip flight using jet fuel.
